Ethereum’s layer-two scaling solution Optimism introduced its new governance token OP for the Token House – one of the two hubs constituting the protocol’s new governance system, Optimism Collective. Early users of the network will be granted the opportunity to receive OP airdrops in Q2, 2022, which accounts for 5% of the asset’s total supply.

- Revenue-Linked Buybacks: In early 2026, a proposal was introduced to use 50% of incoming Superchain sequencer revenue for monthly OP token buybacks. This experiment aims to create a durable alignment between network usage and token value, shifting the token's role toward one tied to aggregate network activity.

The initial token supply is distributed across several key categories to balance the interests of users, contributors, and investors:

1. Governance
Optimism uses a bicameral governance model:
- Token House: Composed of OP tokenholders and their delegates. They vote on protocol upgrades, inflation adjustments, and treasury appropriations.
- Citizens’ House: Governs the allocation of RetroPGF. Citizenship is conferred via non-transferable "soulbound" NFTs.
2. Incentives and the Flywheel Effect
The ecosystem operates on a circular economic model:
- Demand for Blockspace: Users and applications drive activity on the network.
- Revenue Generation: The sequencer collects transaction fees from this activity.
- RetroPGF: Revenue is distributed to builders and public goods that add value to the network.
- Value Accrual: These improvements attract more builders and users, increasing demand for blockspace and restarting the cycle.
Locking Mechanism
To ensure long-term alignment, specific allocations are subject to strict locking requirements:
- Core Contributors and Investors: Tokens allocated to these groups are subject to a lockup period. For core contributors, tokens were locked for one year following the initial circulation date (May 31, 2022).
- Governance Delegation: While not a "lock" in the sense of vesting, tokenholders must delegate their voting power (either to themselves or a third party) to participate in governance.
Unlocking Time and Schedule
The unlocking of the OP supply is designed to be gradual over a four-year period to minimize market shocks:
- User Airdrops: A portion (5% for Airdrop #1) was unlocked at genesis. The remaining 14% reserved for future airdrops is distributed in waves.
- Core Contributors and Investors: Following the initial one-year "cliff" (ending May 31, 2023), these tokens began a linear vesting schedule.
- Ecosystem Fund and RetroPGF: These tokens are unlocked progressively as they are committed to specific rounds or grants.
- Full Unlock: The structured schedule aims for the total initial supply to be fully unlocked by the end of Year 4 (mid-2026).
As of late 2024, significant portions of the user airdrop and RetroPGF allocations remained undistributed, with approximately 549.43 million OP still available for future airdrops and over 800 million OP remaining for RetroPGF rounds.
