Explainer: Why Meta is discontinuing end-to-end encryption on Instagram

In an unexpected update, Meta Inc. announced plans to discontinue its end-to-end encryption (E2EE) for direct chats on Instagram, its video-sharing platform. 

As the decision will take effect after May 8, 2026, Meta has urged users to download any or all of their media or messages they wish to keep before the removal takes effect. 

Meta’s decision will directly affect users who have adjusted to this feature for privacy and as a means to secure their private information on the platform. 

E2EE is a secure communication method where only the communicating users can read or access the messages, data, or files. It prevents “man-in-the-middle” attacks, where an attacker or third parties such as service providers, hackers, or governments, intercept or alter communications.

The planned removal also means that Meta will be able to see the contents of messages between all users. Although the feature is not the default, only users who want E2EE activate it. 

Upon activation, users see a notification that reads “messages and calls protected with end-to-end encryption.” 

Now that Meta is discontinuing it on Instagram, the company has directed anyone who wants to keep messaging with E2EE to do so on Facebook and WhatsApp Messenger.

Why is Meta discontinuing the feature on Instagram?

Meta’s decision to suspend the feature on Instagram comes in light of several complaints from rights groups and advocates. 

The social media company has received criticisms from child safety groups and authorities such as the FBI and Interpol, who have argued that the feature weakens the ability to keep children safe online.

While they acknowledged the notion that strong encryption plays a significant role in protecting privacy and security, they claimed that platforms should be able to detect and respond to harms, including child sexual exploitation, terrorism and violent extremism. 

There are reports that the European Commission is expected to present a roadmap on encryption and explore lawful access to encrypted data usage while protecting human rights and cybersecurity.

Another reason for the decision to suspend the feature on Instagram is related to its low uptake.

A Meta spokesperson, per The Guardian UK report, said very few people were opting in for the E2EE messaging in DMs, since turning on the feature is optional. 

Meta’s history of end-to-end encryption

Before Meta decided to resume the rollout of E2EE in 2023, there were considerations on how the negatives outweigh its positives.

First, Mark Zuckerberg had flagged the launch in 2019 in light of concerns that the feature would prevent the platform and authorities from detecting child abusers. They see it as a tool that protects abusers from detection. 

Secondly, advocates such as The National Society for the Prevention of Cruelty to Children (NSPCC) mentioned in 2022 that private messages are the frontline enabler of child sexual abuse online and also a shield for bad actors or hackers. 

Meta then decided to postpone the launch till 2023, stating that it’s taking time to get the feature right and find a balance between protecting people’s privacy and keeping people safe online, especially children.

Explaining the basis of the feature in 2019, Mark Zuckerberg said:

People expect their private communications to be secure, to only be seen by the people they’ve sent them to, not hackers, criminals, over-reaching governments or even the people operating the service they are using.”

By 2023, Meta rolled out the feature on Instagram and made it optional, unlike the default nature on WhatsApp. 

Then, Meta announced adjustments to the feature, including the ability to detect abuse under encryption by using non-encrypted data, accounting information, and user reports. It added that a similar approach is enabled on WhatsApp to report child abuse to authorities.

Our recent revenue from some historic cases showed that we would still have been able to provide critical information to authorities, even if those services had been end-to-end encrypted,” it said.

Now, authorities seem to disagree amid the surge in child abuse globally and the rising trend of placing age restrictions on social media. It also comes at a time when technology has advanced, providing more technicalities and loopholes for threat actors to explore.

For Meta, discounting the feature on Instagram might not be the end. Its ability to create a balance between privacy and protection amid emerging technologies will determine the future of E2EE on Instagram.

If not, it will keep banking on WhatsApp and Facebook, where it’s managing the feature “to an extent” for now.
