Federal authorities this month seized 13 internet domains that posed as consulting firms and recruited current and former U.S. officials, the Justice Department said.

Court filings say the operators paid recruits through fictitious accounts and cryptocurrency to hide the true source of the money.

The FBI describes the wider method as virtual targeting. Foreign services scan job boards and networking sites for people who hold government, military, or technical access. Operatives then pose as recruiters and shift promising contacts onto encrypted apps.

The fronts looked credible, dressed up with AI-generated headshots, signed contracts, and titles such as Senior Analyst across freelance marketplaces including Upwork and Wellfound.

Roman Rozhavsky, who leads the bureau's Counterintelligence and Espionage Division, said adversaries lean on these platforms because they offer cheap, direct access to thousands of potential targets at once.

Analysts Warn Crypto Slows The Money Trail

Crypto researchers note that nation-state actors increasingly treat digital assets as an operational tool, prizing fast cross-border transfers that resist tracing.

The recruiting tends to start small. Operatives flatter a target, hand out simple research assignments, and pay promptly to build trust.

Requests then grow more specific and more lucrative, and communication often migrates to encrypted messaging where payment in crypto or peer-to-peer apps keeps the relationship hidden.

Many targets never grasp who they are dealing with, the bureau says, because the exchange stays professional and the payments look routine. Even people without clearances draw interest, since their experience may open doors to sensitive roles later.

Officials warned that the campaign gathered pace as deep federal job cuts left more cleared workers searching for income and open to unsolicited offers.

The threat is not hypothetical.

Korbein Schultz, a former Army intelligence analyst, drew a seven-year sentence after a contact based in China hired him through a freelance platform and paid him online. He downloaded and transmitted at least 92 sensitive military documents. He even tried to pull a fellow analyst into the scheme, all without meeting his handler in person.
