The first is regulatory and affects the European Union.

New orders, deposits and sign-ups stopped, along with Earn, staking and Launchpool products, while withdrawals stay open with no announced end date, as set out in our explainer on Binance's July 1 suspension in the EU. The second reason is cost.
Binance's fee page listed VIP 0 spot trading at 0.100% for makers and takers, and USDT-M futures at 0.0200% and 0.0500%, as of September 7, 2026.

Binance.US is a separate platform for US customers with its own withdrawal guide, and its support page notes that a deposit has to be fully confirmed before it can be withdrawn, per the page retrieved September 7, 2026.

The whitelist withdrawal limit exists to stop a hacker who adds a new address from emptying the account, and Binance recommends keeping it on.
The practical consequence is simple: add MEXC's deposit address to your whitelist days before you plan to move, not on the day.
Binance also lets you save an address as a universal address, so one BEP20 address serves USDT and every other token on that network.
The withdrawal form asks for an address before anything else, so the MEXC side has to exist first.
One thing before that: MEXC's User Agreement lists the United States and the United Kingdom as prohibited jurisdictions, and MEXC holds no MiCA authorisation for the European Economic Area. If you live in one of those places, the receiving steps still show you what any destination should offer, and your destination should be a platform licensed to serve you.

There are two answers, because Binance's withdrawal form has two routes.
The Binance internal transfer fee is zero: Binance's help center says internal transfers between Binance accounts carry no transaction fee and are credited immediately.
That route only reaches another Binance account, it produces no TxID, and the network fee is charged only for withdrawals to non-Binance addresses.
A transfer to MEXC is therefore always the other route, an on-chain withdrawal with a fee that depends on the coin and the network.

Use Receive amount when a destination has a minimum deposit to clear, and Withdrawal amount when you are emptying a balance.

An earlier version of this guide recommended Tron as the best balance of speed and cost, and Binance's current schedule no longer supports that advice.
Speed on the MEXC side is a matter of confirmations: MEXC credits USDT on ERC-20 after 96 network confirmations, so Ethereum is rarely the quick route even when its fee is low.
Binance's own guide puts the rule bluntly: do not select the cheapest fee option, select the one that is compatible with the receiving platform, because a token sent on the wrong network is lost.

USDT is the coin most people move, so it is the worked example, and every other coin follows the same six steps.
Step 1: Bring the balance to the Spot or Funding wallet.
Redeem or close whatever is holding it, and make sure no whitelist or security change is inside its lock period.
